Our Story

The Fort Worth Community Land Trust (FWCLT) was founded with a clear purpose: to ensure long-term, attainable homeownership opportunities for Fort Worth families. As housing costs continue to rise, many working families find themselves priced out of homeownership.
FWCLT is guided by principles of collaboration and sustainability. We work alongside trusted community partners—leveraging expertise in property development, real estate services, and homeowner education. Our focus is on increasing homeownership opportunities for families earning 60-80% of the area median income (AMI) while incorporating mixed-income developments that serve households up to 120% AMI.

In December 2023, FWCLT acquired the Carroll Park property, 15.61 acres of historic housing that will be transformed into permanently attainable homes. This project, supported by the Fort Worth Housing Finance Corporation and the Rainwater Charitable Foundation, is just one of many in our growing portfolio.

Our commitment is simple: homeownership should not be out of reach for those who contribute to the success of our city. FWCLT is here to make that a reality—one home, one family, and one community at a time.

Director of Partnerships

Jaymar Joseph

Mr. Joseph is a dedicated real estate development professional with more than 20 years of experience in providing affordable and attainable workforce housing. Mr. Joseph is the Director of Partnerships for the Fort Worth Community Land Trust and is responsible for maintaining and enhancing key partnerships to grow the housing portfolio and resources of the Fort Worth Community Land Trust.

Through his service as an executive team member of the Greensboro Housing Authority and executive director of a non-profit community development corporation, Mr. Joseph has successfully acquired, renovated, and developed over 2,000 housing units, retail properties, and vacant land sites. As the recipient of the ULI Terwilliger Award for his work as a lead developer on a master planned community in Rockville, Maryland, Mr. Joseph was recognized for his creativity in the creation of workforce housing.

Mr. Joseph received a Master of City and Regional Planning degree from the Georgia Institute of Technology and a Bachelor of Arts in Economics from the University of Michigan.

Saida Santiago

Saida Santiago is a dedicated community health and engagement professional with over 20 years of experience in healthcare, public health, and family advocacy. She has worked extensively in managed care, community-based organizations, and national nonprofits, including the American Heart Association. Throughout her career, Saida has led and supported initiatives aimed at improving minority health outcomes, addressing social determinants of health, and leveraging innovative solutions such as mobile health technology.

Saida has successfully managed multi-site health interventions in Tarrant and Dallas counties, focusing on cardiovascular health, blood pressure management, and nutrition education in priority zip codes. She has designed and delivered evidence-based programs, monitored outcomes, and shared key findings at local, regional, and national levels. With a strong background in event planning, marketing, and data analysis, and strategic partnerships, Saida continues to be a leader in health equity, education, and community engagement.
Executive Director

Becky Gligo

Becky Gligo is the inaugural Executive Director of the Fort Worth Community Land Trust (FWCLT), bringing more than 16 years of experience in housing policy, partnership development, and program design. She is passionate about expanding homeownership opportunities for working families and ensuring that stable, attainable housing remains within reach in Fort Worth.

Before joining FWCLT, Becky was the CEO of BPG Consulting, where she worked with housing authorities and affordable housing agencies across the country, providing technical assistance, training, and policy development. Prior to that, she founded and served as the Executive Director of Housing Solutions, leading Tulsa’s A Way Home for Tulsa initiative. Under her leadership, Housing Solutions grew from 30 to 55 member agencies, expanded staff capacity, and tripled community funding through HUD grants.

Becky also served as the Housing Policy Director for the City of Tulsa, where she worked with city and state agencies, nonprofits, and developers to advance affordable housing and neighborhood revitalization efforts.

Her commitment to fair and attainable housing began during her time as a high school teacher in Antioch, California, where she saw firsthand how housing insecurity impacted her students. She remains deeply dedicated to ensuring that all community members have access to stable housing.

Becky holds Master’s and Bachelor’s degrees from the University of San Francisco. Now proud to call Fort Worth home, she looks forward to helping others put down roots and build a future in the city.
